Question r5 7600x high temps

Hello my cpu the ryzen 5 7600x it's running a bit hot and boosts to high around 5.3 - 5.4
in my opinion it's simply useless for what i use the pc for , i rather have it no boosting then have the loud noise for simply nothing

can i do anything to make this cpu run cooler ?
like disable the pbo ?

Hot is a relative term, you might want to include the temps you're seeing. You shouldn't be having thermal issues considering you're working with a 360 AIO, that too from Arctic's lineup of AIO's.

Out of curiosity, what is the make and model of your case and how is the AIO mounted in said case? BIOS version for your motherboard? You might want to use Curve Optimizer and see if your temps are reduced.

Out of the box with an aio cooler, my 7600x would run at over 90 when doing an all core benchmark like Cinebench. It seems it doesn't matter the cooler and how fast the fans run, the CPU gets hot almost instantly, like the heat can't escape fast enough. So with that in mind, you need to adjust fan speed to say 40% for when CPU is over 90, it's not the water getting hot, so running the fans faster doesn't do much except make a lot of noise.
The other thing that helps temperature is to lower the voltage curve (curve optimizing), you can find videos on how to do this.
