R7 370 Dual X safe OC?

So I recently bought the R7 370 Sapphire Dual X 2GB GPU. I have a problem with using AMD OVERDRIVE cuz i got no idea what the power level means, and googling hasnt been of any help. Anyone here who can help me, dummies version? And also the gpu and memory clock settings?

These are my system specs, and the PSU is a really good and reliable one, bronze rated.

Core i3-2100@3.1Ghz
Foxconn H61MX
G.SKill Ripjaws 8GB(4GBx2) @1600MHz
Sapphire Radeon R7 370 Dual-X 2GB
FSP HEXA+ 450W 80+ Rated PSU

Don't overclock on a 450w psu.

You could OC on a good 450, but believe that only has about 350 or so on the 12 volt rail, can check by reading the label, their 550 only has like 432 on the 12
