R9 270 Driver Help

So I just finished building my PC I'm tweaking stuff, I change my resolution to 1920x1080 and it looks gorgeous. Then I decide to install the drivers that came with my Sapphire R9 270 Card and out of nowhere it looks worse than before. I don't what caused this or how I can fix it.

Open AMD Catalyst, in the search box, type in "Scaling options" and in that tab drag the slider to 0%.
The effect you described is called overscanning.

I set all the way to 0 but it only zoomed in the screen and the ugliness stayed

What monitor/tv are you using?
What do you mean by ugliness? Blurry text or blurred screen?

It's a VIZIO TV that fully supports 1080 and the quality looks poor, it just looks crappy

Does your TV support a PC Mode? If so, try switching to it.

NO WONDER, I had it to HDMI not PC mode. Well, the quality is good now but everything is zoomed in now and I can't seem to find the overscaling option

You might have to set a custom resolution. AMD drivers hate tvs.
