R9 270 Fan problems

For the past few months I've had trouble with my R9 270 bought back in january 2014.

It used to be a loud stutter noise when reaching higher speeds, then it was that coupled with the fact that the GPU could not go past 2400 RPM without dropping in speed.

Recently even that has stopped, no more stutter noise or anything but the GPU goes slower, when I start up the PC it the fan goes very slowly,during the stutter sound "period" it started at 200-300 and slowly climbed to the idle speed of 900-950, it could take even a couple of hours, now it doesn't even do that, it just goes very slowly when idle and the rpm jumps up and down between 100-400

I should mention that before whenever I started the PC the fans would spin very fast until I reached the account loading screen, now it doesn't anymore, also I don't believe it's a software problem because the fan stutter (not noise, now the fan just stutters and experience those short slowdowns in the video) happens even when I start the PC

I haven't tried recently but until a week ago if I was played the Witcher 3 and used my fans at 100% I could not go below 70 degrees, what should I do?
 
Yeah the power supply is from a poor brand I bought it because it had a 80 plus bronze rating and had good power/price

Anyway here it is


lcpower 650w metatron series ozeanos
A pair of 1600mhz corsairs of 4gb each
A B85 msi motherboard,cant check exact model right now
1tb seagate hdd
The gpu is an MSI r9 with twin frozr as you can see from the video
An I5 4670 with an aftermarket cooler (that popular evo one)
 


So I checked the voltages:

System/3.3V 3.296
System/5V 5.120
System/12V 12.320

I should mention my GPU was not connected and I had to use my integrated GPu on the CPU because (this is ever since the day I got the PC to be honest) I get a black screen until the account login if I use my GPU and can't see the BIOS.

I see, here's a picture some time back, before the RPM drops at idle speed (the cursor is at the point it started dropping, then I put it again on auto and it went back to 800RPM), now it can't really reach those speeds manually because it's always at low speeds and the % increments are based on that 100-200 RPM, so if I put it on 100% it just reaches like 1100-1200 RPM
