R9 270 Low GPU usage low game performance

So playing guild wars 2 and i watch my gpu usage at 65% but the game is running pretty badly, why isnt the gpu running max and making the game run better?

Guild Wars 2 is insanely CPU heavy, which one do you have? Maybe overclock it...
