R9 270X 2GB OC (Gigabyte) PROBLEM

Hello everyone ! Today I finally bought a new PC. I installed Assassins's Creed 4 Black Flag and Skyrim. Everytime I start AC or Skyrim it's a bit laggy. (20-25fps) I don't know what's the problem. Graphic card is new. I put it inside on my own, I'm not sure but I could do something wrong when installing card so could that be problem ? Or it's just something like powersaving mode in Catalyst ? I don't know what could be problem... And card is very noisy..

My PC : MB : ASUS P8B75
CPU : i3 3220, 3.3Ghz
GPU : ...
RAM : 8GB
22 inch full hd screen..

Almost forgot, I'm using VGA to DVI reduction.. It might be with that.. Idk, but thanks even for reading this.
 
Solution
VGA = analogue (not very good) DVI = digital (very good).
Make sure you have the latest motherboard bios updates and have installed the latest drivers for the GPU.
SO firstly, make sure that you use a DVI or HDMI cord for the videocard. Make sure your screen is 2ms aswell.
Then update your drivers, and do an error check using the device manager. Let us know how you go.

Another thing to keep in mind is that my Gigabyte R9 270X won't run AC black flags in Ultra 1080p at anything above 25fps. Not sure about skyrim, I would assume it would max it in 1080p and run at 40~fps.
