R9 270X 4gb for $35? (Plus other questions about the card)

I've found an MSI R9 270X 4gb on eBay for $35 and was wondering if it was a good deal.
I am also not sure on its power consumption, so if you know, please reply with it.
I would be pairing it with an i5-2400 and 4 or 8 gigabytes of ram.

That 270x was likely used back when for coin mining, and is likely burned out.
