R9 270x Fan spin only after 80*C

My graphics card is Radeon R9 270X Sapphire Dual-X 2GB OC Edition and today i clean dust and apply thermal paste in processor and i notice that graphics card fan doesn't spin until it reach 80*C which i didn't noticed until now. I think its a feature but If i manually set fan speed to 85% in MSI Afterburner fans starts to spin and in IDLE my temp drops to 38*C without gaming and also while gaming temp never crosses above 65*C with fan rotates at 3200 RPM which shows in MSI Afterburner... Is it safe to manually set fan speed at 85% and use all the time. I really don't care abt. noise which is why they gave feature like this.

Yes, that is perfectly safe. I used to full blast my GTX 970 while gaming. As long as the noise doesn't bother you (which you said it doesn't), there's not much of a reason not to ramp up the fan speeds.
