Question R9 280X help BSOD

The issue first occurred on start-ups, OS would load, and I log-in. As it's logging in is when it'll give the KERNEL_SECURITY_CHECK_FAILURE message. After checking everything, turns out it's the GPU. Currently I'm getting BSOD at turn-on, OS unable to load, when the monitor is hooked up to GPU. Otherwise computer works fine when plugged into Intel HD Graphics.

Does this mean my GPU is dead? Is there anything I can do diagnose the issue and hopefully fix it?

Side question: Considering an upgrade to 16GB.. Dual monitors. Game & stream simultaneously and am addicted to firefox tabs. Would this help with performance?

OS: Windows 8.1
CPU: i5 4670K
RAM: 8GB DDR3
MB: Gigabyte Z97X-Gaming5
GPU: XFX R9 280X 3GB
 
The GPU fan spins and I've re-connected cables. Still the current issue where it'll go directly to BSOD on start-up if using GPU, but will load and run fine with CPU without removing it.

Is there a diagnostic tool I can run?
 
What I would do is just install the graphics card on another working computer and see if it works. And as far as I know, there aren't any built in system diagnostics. You might need a new graphics card unless the drivers on it are old and outdated and that could be the problem.
 
I got the PC running again. Seems the GPU became incompatible with Windows 8.1; hasn't been updated for a few years.

It wasn't a smooth transition either. Had to attempt the upgrade multiple times because it kept crashing the PC right before installation.

Ultimately had to unplug the GPU and all excess USBs. Only mouse and keyboard. Then was able to upgrade without issue.

Once installed, replaced the GPU and now no longer crashing on log-in. Also was able to update all drivers.
