R9 280x low core clock?

I've recently bought this card and only just installed it yesterday. One of the things I've noticed is that the core clock keeps fluctuating from 300-501 and sometimes up to 1020, where it should be. I'm not sure why it's doing it but I think it is the 2d clock speeds for it and I'm not sure how to fix this.

Any help is greatly appreciated. Thanks in advance.

If you're looking at the clocks while you're not running a game or stress test, it's normal for the card to run at low clocks. It's a power-saving feature.

I forgot to mention that this is while running a game.
