I own a PowerColor R9 280x and although power hungry, it runs very cool and quiet with dual fan (idles at 35 in 20 room temp) and has excellent performance (quietest and coolest card I've ever owned), but it's relatively outdated outputs versions and directX wise. It has roughly a 25 to 35% performance edge over the 1050 but consumes more than triple the power on peak load !
I suggest skipping the R9 280x and going straight for a 1060 ( the 6GB if within budget), in this case your PSU would surely not need an upgrade if it's of a brand name with high efficiency rating at least 550 watt.
