The 750w requirement would be for two cards in CrossFire. I am completely sure that the Seasonic 620w is plenty for a single 280x, no worries at all.
I know this is an old thread, and that the card might not in actuality need what's recommended, but the Sapphire website DOES indicate that for a single R9280x, a 750w PSU is required. It lists a 1000w for crossfire, as seen below.

But as previously mentioned, that's probably just Sapphire playing it way to the safe side.
