Well, for this at the same price I'd say not really much. For a little bit more at around 300 USD, the GTX 970 outperforms the R9 290, but at such a low price the R9 290 is in a tier of its own in a way. Beats out the GTX 960 and is just under the 970.
Here are some benchmarks for you, just so that you can see it for yourself and judge the card. Keep in mind these are a little old.

I would suggest to pick the R9 290, there isn't much of an advantage over a 290X as well as it holds so many similar features, only difference being a smaller amount of shaders and reduced performance.
It seems like a good price for the R9 290, however remember not to get the stock as it is hot when under load and loud and a non-reference design will allow you to squeeze more performance out. But the reference will still perform very well so don't worry too much. Lastly if there is anything else please PM me or reply and I will get back to you as soon as possible

Yes the R9 290, is an excellent choice, especially at that price range so do not worry, plus it is 100$ CA cheaper than the 970 and performs only 5-10% less. So it is a great price for performance!
