Currently i have enough money to buy a R9 290 from a friend for 220$, but i wont have enough money to buy a PSU until 2016 (because of cadivi in my country) but i am scared that my power supply wont be able to run it and, or causing to burn my computer, i wont be playing 4K or anything, mostly play CS:GO might play some FIFA 15 and BF4 my screen is 16:10 1650x1080, I can also buy a 770 gtx used off amazon or a R9 280x, can you guys help me out with this? thank you

What processor will you be using? I'm assuming it will be an i5-4xxx or better. So, you will be good there. But the PSU is too light for the R9-290. The GTX 970 would give you equal performance at much lower power demand. http://www.anandtech.com/bench/product/1355?vs=1068
But if you are determined to go with the R9-290, you really need to upgrade the PSU to a bit better quality 600W or better. Either that or run the R9-290 at settings that keep the power usage down to ~50% max. The power usage of the 770 or 280X will be less , but still a bit much for the Evga 500W PSU. It's a good budget PSU... but it's budget for a reason.

Yup core i5 4440, and i do not have enough money for a 970 gtx, only 220$ for a almost new card my friend is selling me, which is amazing for it's price.

Not that amazing. Used R9 290s typically go for $150. New ones are less than $250.
