I have a sea sonic 750 gold psu with two modular plugs with a 6+2 and 6 pin each. Total of dual 6+2 and dual 6 pin. I'm using an r9 290 and I'm not using the other cable. Is this optimal?

What you need to do is check out how much power does your card need on the 12v rail and see if your psu can provide that.

Oh, and when installing the card make sure you follow the instruction manual, it will tell you how many cables must you plug in and where!

not using which cable? Your message is a bit "blurry" if i can say so.

Though you should always have both the 6-pin and 8-pin connected in the gpu, not plugging both in would mean the gpu doesn't get enough power.
Your psu having two of each cable is just because it's capacity is big enough to fit two gpus of a med/high-end power range for a CF/SLI setup. Though i would at max get two R9 280X's, not two R9 290's for a 750w psu.
