R9 290 PSU/ recommendations?

Hello, I recently put together a new computer but have yet to upgrade the GPU, I currently am using a gt 520. The rest of my system consists of: i7 2600, 8gb ram, 5400 rpm 1.5 tv hdd, 3 fans. I have been researching for a long time and the xfx double D r9 290 looks like the best bang for buck card out there, beating the 780 for less. I have a couple of questions. I am mainly concerned about performance in very heavily modded skyrim and fallout.

1. Will a 600 watt PSU be enough for all of thee components with the new card?

2. Would it be better to get a cheap GPU like the 750 ti and wait to the price of the 290 to decline later?

3. Is there a card that would better suit my needs for cheaper or just generally?

4. Why is the black edition of the card cheaper than the normal?

Any help would be appreciated, thanks!

Not all the capacitors are cheap, some of them are Japanese Caps.

In my opinion this is a midrange power supply that is quiet and reliable enough for a R9 290.

Seasonic G Series 650W might be a better choice for around the same price.

I suggest you get a RM 650.

I would stay away from xfx 290's.
If you want to save money buy a 290 from craigslist or kijiji.
I've seen them for around 280 dollars.
Consider waiting for higher end Maxwell however in the meantime pick up a cheap card from Kijiji.
Also consider a 770, 680, 670 or 280x on Kijiji.
