R9 380 4G not performing at 100%

GPU: Sapphire AMD R9 380 4G
CPU: AMD FX 8350 8-core
RAM: 16GB



When playing games such as DayZ SA (I will presume this would cover ArmA 3 and 2 as they operate the same) and CSGO the GPU is only using a GPU clock of 300-500MHz (it's clocked at 1050MHz) resulting in low FPS especially in CSGO where i'm only able to hit a solid 60 and no more. Also when the GPU is idle it's at 300MHz. When I boot up BF4 it will be using the full 1050MHz.

How do i get the GPU to be always at 1050MHz and not be fluctuating MHz during gameplay?
 


The PSU was recently put in. So no problems there and yes i have power options on full
 
GPU and CPU temps are normal.
Drivers are up to date.
Vsync is off
3D settings were already on quality

 
Well the card should work out of the box with no problems if new and if not then you RMA it, I've RMA' a card before as it underperformed and the RMA got me a new one which worked fine.

Faulty computer parts aren't that rare you know, I've had received a damaged MOBO from SCAN in the past as well.
 


How would you explain it goes 100% when playing BF4 but CSGO it's only at 400-500MHz?
It's really weird
