R9 380 fan not spinning, but has signal??

Hi all,

I just installed my new r9 380 graphic card, but I notice that the two fans are not spinning at all. (When i started my pc, it spins for a few seconds then stops, then spins for a few seconds again, but when windows starts, they fully stopped).
I do get signal in my monitor, and everything else is working. I am updating my driver now. But, the fans should spin anyway, right? Or, I am wrong??? Please help !!!!

The fans wont spin until they get to a certain temperature (in this case.. around 60c), this is a new feature to help with the acoustics of your pc.

really???? whoh!!! I am so outdated I don't even know this is a new feature...
Ok, since it is designed to behave like this, I am now at ease.
