Question r9 380 GPU spiking

Hi all,

My GPU is constantly spiking from 0-10 up to 90-100 and back down again. It's causing unstable frames and I'm not sure of what settings I can change to make it smooth again. I have a core i5 4460 and 8gb of ram. My drivers are up to date. My CPU and RAM run about 75% but yeah..lots of spikes on the GPU and therefore my frames are super unreliable.

I've tried without background apps and have already optimized windows 10 a bit to make it run faster.
my power supply is 450w and my mobo is asus h81m-plus.
