R9 380 no display and faulty fans

So I've been trying to upgrade my computer the past few weeks and I've had nothing but issues since I started. I recently bought a gigabyte R9 380 and a 600w psu because the psu I had before it didn't have the 8 pin connector that I needed. When the graphics card is plugged in to the mobo slot without the 8 pin pci-e slot connected the lights on the front of the card light up and the fans don't spin because of low temps. But when the psu is connected the lights on the card blink, the fans twitch every second and there is a clicking noise with each blink/twitch. Throughout all of this there is no display on the monitor or any post beeps. My old graphics card no longer works either.
My specs are: asus m5a78l-m lx v2 mobo
2x4g hyperx fury ram
I can't remember what my cpu is and I can't turn on my computer to find out but I know it's amd

Maybe, try clearing the BIOS, do a BIOS update and see if that helps. If you can check your video cards in another system that is working that would also help to really rule out bad video card(s).

Did you try a different PCIe slot also?
