Hi! I'm building a pc today! Prices are funny in my country!
Rx 470 = 280$~
R9 380 = 280$~
Gtx 1060 = 417$~
Gtc 1070= 730$~
The budget has almost enough for gtx1060 if I buy an 120gb ssd instead of 250gb
There's gtx 960 but I don't think it's a good choice!

Which one would you buy?

Man, those prices are funny.
(GTX 1060 here is cheaper than RX 470)

In your case I would stick with the RX 470. That price gap is too much.
A bit of solid advice if you are thinking of going with a Ati card then a Rx 470 is about your best option for price and performance.

The pros.

1.RX 470 has more stream processors than a R9 380 card.
2. It requires much less power to run the card than the R9 380 card.
3. The RX 470 comes with two options for size of memory fitted to the card 4Gb or 8Gb, and the memory speed is clocked higher.

The Gtx 1060 card will beat a RX 470 card in games by a few more frames per second depending on what resolution you play the game in 1080p being the native default resolution.

GTX 1060 0nly has 6Gb of memory on the graphics card vs a RX 470 card with 8Gb.

All round due to the price and performance plus the power consumption, and the amount of memory fitted to the graphics card the RX 470 card is best value for money.
