R9 380 Problems

so i just bought Sapphrre R9 380 2gb oc nitro edition, im having problem playing H1z1,PlanetSide2(Both DB Games) ,The Skies and Project Reality BF2 all of them are on LOW Settings, My GPU mhz only stays in 300-500mhz causing massive fps decrease(it's underclock when i play these games),Dota2,Warframe,CSGO,LoL are fine though getting reasonable FPS on ultra settings mostly 100-120fps using 900-1000mhz


but what's with those first 4 games why they cant run 900-1000mhz like other games?
i dont think my GPU is throttling it mostly sits on 60-65C i never reach 70C+ plus is it Normal that my GPU USAGE is dipping 100-0 for every 3 seconds?

Fx-6300 3.5ghz Black Edition
4GB Zeppline Ram 1333hz
ms 7641 miniatx Mobo
Win10 64bit

The gpu usage seems unusualy,it shouldnt drop like that,becasue two of the games are DB made it makes me suggest that the engine is causing problems for the gpu,you could try reporting it to DB to encourage them to release a patch,i believe its a glitch on their side,as fore the other games it may be the same or may jsut run horribly,some games do on some cards sometimes,remember that the 380 isnt all that old and patches are still probably being made,hope this helped

UPDATE GUYS
idk if this Solves the problem,but i manage to make the first 3 games to 900mhz by changing the Power Limit to +1 or +3*msi afterburner* ill do more test

Try to stop power efficiency option in: radeon settings - gaming - global. I had the same problem in some less demanding areas in fallout 4.
