R9 390 came back from RMA still broken, goes black after a few minutes of use.

My PC has visual distortions and then the screen goes black. Back in December I woke up and my PC seemed to be stuck in sleep mode, the case light was on but nothing was responsive.

I ended up having to cut the power to turn it off and then it didn't turn back on until I replaced the motherboard. I encountered a similar issue to what I have know back in February and solved it with a bit of thermal paste (my first build.), but then in early march the distortions started happening again. Someone on Reddit said that it may be the graphics card overheating. Instead of trying to fix it myself I sent it off to MSI.
A month later it came back without the warranty stickers still not working. The PC will stay on for longer with one RAM stick in and it doesn't matter which one/which port they're in. After removing the GPU everything works normally, the PC stays on and I don't get any driver errors or anything.

Tomorrow I'm going to try using my brother's GPU in my computer to see if it works.

You have no airflow. You have just the single exhaust fan that's getting swamped by the cpu cooler exhaust. That much I can see from the video. What I can't see is what, if anything, is being used as intake. You need airflow badly, it's what's going to remove the gpus exhaust and supply the gpus intake. 2x intakes, ones with decent static pressure (Noctua nf-f12 would be good, or Phanteks PH-F140) and 2x high cfm exhausts on the top grate. If you can fit 2x 140mm in both, go for it, if not then use 2x 120mm.
From the looks of things, you've basically got an oven, the gpu not having a good supply / exhaust is just creating heat, which is sitting there, getting recycled, getting hotter with each rotation. Get that air moving, as in out of the case totally.

The top of your case is all mesh, there's tons of space up there to mount 2 fans, the screws go in from the outside. You'll really want to pre screw the fans, those screws have very large threads, you'll need to basically be tapping a thread in the fan.

Because you got a new cooler, that's a much better design for you, you won't need the cardboard anymore, as you saw, it was a rather large difference not having the cpu cooler blowing hot air onto the gpu.
There's space in the front of your case specifically designed for intake fans, because of the airflow restriction by the hdd cages near the bottom, you'll need all the fans possible, there in front. Almost guaranteed 2x120mm, but could be 2x 140mm. That alone would be a huge advantage, but paired with 2x fans as exhaust (blowing out of the case) on top, is going to maximize airflow, which gets rid of heat, especially near the gpu.
