Question R9 390 Clock Speed Dropping Randomly?

CPU: i5-6600k
GPU: R9 390

During Call of Duty Modern Warfare I'm seeing my clock speed drop to 300MHz which causes a massive stutter. I using up-to-date drivers (20.3.1)
My temps are fine, always around 55C. The stutter is consistent with the clock speed dip. Also my GPU usage spikes from 0-100 constantly. I've read before to use ClockBlocker, but I'm not seeing a change (unless I'm running it wrong?)

It seems clockblock made it worse.

When it's running at 1030MHz, everything is great. I've tried setting the "Absolute" Clock on clockblocker to 1030, but it doesnt seem to do anything.

Any advice would be greatly appreciated, thanks!

What do you suggest I use to monitor power usage, just something like HWMonitor?
CPU temp hovers around 65C. Usage varies between 70-100. I can run afterburner and get a data plot.

Here is an Afterburner recording of some short gameplay. I boxed it in red. You can see the dips in Core Clock down to 300MHz, resulting in a drop in framerate. I don't see any correlation of these dips to CPU usage / temps. GPU usage is whack, so idk what's going on there.
