R9 390 Issue pls help me!!

So i got my r9 390 today and i installed it as soon as i could.
But i got disappointed cuz i got an error which i cant fix.
The issue is: I installed the card and when i booted the pc i noticed that my cpu was with a red light (above the stock cooler fan that comes with the cpu). The pc booted up normal and was working even with the red light.
I used a software to remove nvidia old drivers that were from my old gpu (gtx760) hen after deleting drivers and rebooting i installed crimson 16.1 hotfix only( i think its the most atual driver correct me if im wrong or somethign else is needed to be instaleed before te 16.1 hotfix).
With everything ready and running fine i launched Ac syndicate(the cpu red light doesn´t blink but its always present while the system is on.
When i went to play ac syndicate i put the settings at: 1920x1080p, very high environment, high textures, high shadows,ssao,fxaa
Im getting 45-53fps with this settings
If i put msaax2 the fps stays the same and if i put msaax4 i got less 5fps.
I tried other games and they seem to get locked between 45-53fps and lower if the gpu. What could it be?
I saw a guy on youtube and he was getting around 70-80fps with the same settings and gpu.
Can it be a bad driver installation'
The CPU red light?
Or something else is causing this?

My system
ips234 lg 1920x1080p 60hz
i5 3450
cx600m
r9 390 asus dc2

PS: i got my gpu usage at 100% but its always dropping to low % or 50%-70% causing lag.

Pls help i dont know what is causing this

 
I'm reading the ASUS manual, and have good news and bad news:

Good news: Nothing is wrong with your 390.
Bad news: Your RAM's memory aren't supported by your mobo (that is about your RED led inside CPU i think), that makes it work lower than spected.

Also, i'm suspecting a bottleneck with your CPU. Which do you have?

If your using the new Crimson driver, you could try going into Global Settings and turn off Frame Rate Target Control (FRTC). Its design to put a cap on fps spikes so to save power, stay cooler. Every game has a time when the frame rate spikes way up. It draws power when it does. FRTC caps the spike to save power but the inhibits high fps.
