r9 390 overclocking problem

So , I got a R9 390 and its kickass! But theres a problem: when I overclock the card, it stops downclocking on idle. SO here I am , at 0% load and my GPU is running at full voltage and full core and memory freq. Why is this happening? It downclocks fine when its not overclocked !

Solution
In order for it to down clock in speed you must make sure to check in windows your power scheme settings of windows.
You may also be required to enter you bios of the motherboard, and under the apci settings set the correct power management mode for the motherboard.

The setting value should be set to S1-S3 power mode.
Making sure Apci options are turned on in the bios.

Save the settings before exiting the bios.
The next run of windows OS with the the R9 390 card should down clock in Mhz gpu core speed and memory speed after the two changes made, when in idle mode, or no gaming load applied to the graphics card.
