R9 390 Performance Issues

Hey, so this is my 3rd R9 390. Every one I have had has had the same issues. Fps Drops, Low LOD, Fps stutters in about every game. At this point I don't have any solution to my problem. I can't RMA the card and I've tried the following steps but with no prevail.

1. Changed Gpu Drivers
2. Used DDU and reintalled current drivers
3. Replaced Ram
4. Replaced Hard Drive
5. Replaced CPU
6. Changed Os's
7. Tested if Components are installed properly
8. Overclocked Gpu
9. Disabled ULPS
10. Changed The Pc's Power Source socket (Yes, I'm desperate)
11. Changed Motherboard
12. Reinstalled windows.
13. Checked if all components are compatible

Now, I'm stuck here with no idea what to do. I find it very hard to believe that its a faulty GPU as I've had 3 gpus, 2 Msi and 1 Sapphire. Can somebody Solve my problem, this has been going on for months and nobody can be able to solve it for me.

Cpu: Intel Core i7 4790K @ 4.00GHz
Motherboard: MSI Z97 GAMING 5 (MS-7917)
Ram: 16.0GB Corsair 16GB DDR3 2400Mhz Vengeance Pro Kit
GPU: 8192MB ATI AMD Radeon R9 390 Series (Sapphire/PCPartner)
Storage: 2794GB Seagate ST3000DM001-1ER166 (SATA)
PSU: eVGA SuperNOVA 850 G2 Power supply - 850 Watt
Os: Windows 10


Temps:

Cpu: 35-40OC while idle, 45-60 OC While under full load

GPU: 45-50 OC while idle, 50-60 OC while under full load
 
Do you play with vsync on? If so, that is most likely the cause of the stuttering and possibly the frame drops as well. Are you playing any high demand games? The second your frame rate drops below 60, vsync will lock it at 30fps which would appear as if your frame rate just tanked out of nowhere.
 
-Check if your gpu is 100% used during gaming, because 50 degrees C is suspiciously low.
-Could check hdmi cable (or dvi/display port whatever you use).
-just in case try another cables and ports of your psu to power up the gpu.
-Clean windows install?
-Do you use Vsync during gaming?
