R9 390 Preformance issues.

Hello, so I have been experiencing problems with my R9 390's for months now, I have had a total of 3 R9 390's, 2 MSI and 1 Sapphire, all have the same problems of FPS drops, Fps Stuttering, Low LOD and Texture Shimmering in almost every game. It doesn't matter which graphical setting I am on these problems still occur. I cannot RMA the card but I find it very unlikely that 3 graphics cards in a row are faulty.

Solutions I have tried:
1. Replaced Cpu
2. Replaced Ram
3. Replaced Storage Drives
4. Replaced Motherboard
5. Used DDU to Uninstall and reinstall Video Drivers
6. Installed the latest Video Drivers
7. Checked for viruses, none came up as a result
8. Wiped my drive multiple times
9. Tried different Os's (Windows 8 and 10)
10. Reinstalled Direct X
11. Checked if all components were compatible
12. Checked if all components were fitted correctly
13. Changed PC Plug sockets (Yes I'm desperate)
14. Updated Bios
15. Disabled ULPS
16. Put on ''High performance'' in power settings

None of these solutions worked and now I'm stuck at a stand still, the only thing left to try is to replace my PSU, but is that the cause?

Cpu: i7-4790k @ 4.00Ghz
GPU: Sapphire R9 390
PSU: EVGA 800W G2
Motherboard: Z97 GAMING 5
Ram: Corsair CMY16GX3M2A1866C9R Vengeance Pro Series 16 GB
Storage: 2794GB Seagate ST3000DM001-1ER166
OS: Windows 10
Monitor: ACER K242hl
Core Clock: 1040mhz

Temps:

Cpu: 30-40 while idle, 50-70 while under heavy/full load

Gpu: 40-50 while idle 60-75 while under heavy/full load

I also see that my Core clock and Gpu usage fluctuates a lot while im in game, screenshots bellow.

Can somebody please solve this problem for me, I have been trying to solve this since September last year.

Anyway I don't think its the processor as I have tried the card with 2 processors and the same issues happened, my first cpu was an i7-3770
 


That's no good, check with something like intel extreme tuning utility, check if its incorrectly throttling.

Says you only have one core..
Open msconfig, and enable them all

How many logical cores does task manager show?
 


Sockets=1
Cores=4
Logical Processors=8
