R9 390 Restarts the PC

so I just bought this new xfx R9 390 graphic card, and everytime I tried to run some heavy games like witcher 3 or dota 2 reborn, the system imidiately restart itself, is it power supply problem?, I have 700w bronze psu attached on 1200w ups , same problem never occurs back then when I used r9 280

Hmm, I can't seem to find any reviews for that psu. There is a chance it's the power supply but it may not be. Are you able to test the graphics card with a different power supply?

Does the problem happen when the PSU is plugged directly into the wall outlet instead of through the UPS?

sadly, no
I live in a small town in a third world country, I got parts by importing..
not to boast, but I think I have the heaviest rig in town
I can get another psu but first i need to be sure it's what causes the problem
