Question Radeon 5700 stuck a on low MHZ

So I just bought the Radeon 5700 and i can't play any game its suck at less 300mhz and I dont know what to do..

I need some help

full system spec? include make and model of the psu

did you remove the old gpu driver?

Yeah I removed everything, I've been testing for a while and its been working Ok i must say now, im doing some more testing in other games with different settings etc, but as it is right now I don't know why i decided to test on minecraft and its seems its the only game its running low on fps.

It started working kinda properly after i redone everything deleted all drivers of nvidia and amd again, reinstalled the program, tried 1 cable only on the gpu now using 2 again and testing working ok for now

the display for some reason sometimes disconnects but i think i fixed it as well if it happens again ill tell you

i heard the new AMD GPU does not play well with games using older API such as DX9. in OpenGL AMD GPU always have performance issue. they pretty much abandon OpenGL development (aside for linux and pro grade GPU) and going all out on vulkan,
