[SOLVED] Radeon hd 4870 keeps trying to make me insane

I have problem, the card in the title does not have option to set minimal, never-to-go-below RPM in its control software (or i have wrong version or something). Can someone point me to way to stop the monstrosity from pulse cooling (fan spins, stops, speeds really high, slows down, stops, speeds really high, ...). Solution needs minimal speed setting and react to bigger load with increase of RPM. Basically how the software should behave, for any graphics card.

download MSI Afterburner,it has a dash to set the fan speed.
