Radeon HD 7750 not being detected

I just got a new graphics card in the mail from newegg but it's not being detected by the motherboard. I plugged in the new graphics card but there was no display so I switched to onboard graphics and looked under the device manager and my graphics card wasn't under there.

It's not the psu because I recently replaced it and it's now a 650w. It's also not the motherboard pcie slot because the Nvidia geforce gt 610 worked fine in that slot. (And yes I deleted the drivers for the old graphics card days before I put in the new one). Is there something I need to do to get it to work or did I receive a new doa?

What bios settings would I be checking? I know my setting for graphics are the default settings. And I've already checked all the power cables.
 
Check what your primary video device is in the bios

It should give you those options, Set it the PCI Express.
Those setting should change themselves if you got a new card. And the fact that It isn't detected at all, makes it seem like a DOA.
 
Then it's definitely a DOA because my settings are gfxo-gpp-igfx-pci (gfxo being the PCI Express). This will be the third radeon hd 7750 I'll be sending back :/. (two from tigerdirect and this one from newegg). Maybe I'll just stick with my onboard graphics until I can buy a better motherboard.
 
I was going to go up to this place called the Computer Deli to see if it's my PCI e slot because although the old graphics card (the nvidia geforce gt 610) would power on and work properly, everytime I downloaded the drivers I would get the "Windows cannot start properly. A new hardware or software change may be the problem." Which is why I decided to get a new graphics card in the first place.
