YES The card is PCI-E 3.0 but don't worry
I have a GPU PCI-E 3.0 ( HIS R9 207X ) on a PCI-E 2.0 motherboard ( ASRock Extreme 3 ) and it works perfectly so don't worry , and the PSU is enough for that GPU
You have to know that R7 240 you are buying is not that good for gaming so don't expect to play on ULTRA settings
