Radeon R7 250 SEems dead help !

So my Radeon R7 250 is dead I think. So last night it randomly restarted while I was on google chrome and took a very long time for just the bios to show up. Then while in the middle of a CSGO skins website it restarted and the bios didnt show for a good 3 minutes I press the power button and after another minute it turns off I look at my Gpu is not hot at all. I turn on the power and the GPU is not spinning the fans are not spinning and due to it being an AMD fx nothing shows up even the bios is blank and I hear rapid beeps. I press the power button and it is not responsive so I press the turn off switch on the PSU from the back. Its been 2 years and nothing like this has happened any ideas. I really dont want a dead GPU.

AMd FX 6300
Radeon r7 250 2GB GDDR5 1.1 GHz clock
AsRock extreme 3 990FX

What makes you think it's the GPU? It could be a failed motherboard or PSU. You have to breadboard it try booting with just the CPU, GPU and 1 DIMM installed.

ok ill try a breadboard and tell u the results

EDIT: The breadboard shows that the PSU is failing and I need a upgrade from 400 to 500W thakns
