Hi
I want to build gaming pc i want to use h81m-d plus mobo with i5 4460 and 850w psu and 4gb ram
Can i make it ?

The card uses 16 lanes of PCIe 3.0. The motherboard can supply 16 lanes of PCIe version unspecified, let me get the manual... Huh, it doesn't say in the manual, either. Since the x1 lanes are 2.0, I'll assume that the x16 slot is 2.0. A theoretical bottleneck, but I've read about good success with this particular mismatch; not all the bandwidth is used yet.

The i5-4460 is in the supported list for that board. Make sure that the BIOS version is at least 0505. See https://www.asus.com/us/Motherboards/H81MD_PLUS/HelpDesk_CPU/

If you get the Sapphire R9 270, you will have a decent system. I had two Sapphire R9 270s in Crossfire and they could play BF4 at max settings while getting 30fps. Thats not alot but the game play was extremely smooth and It was very playable for me.

Yes. Better get some good cooling though or else your PC will be loud. GTA V makes my PC hot. 60C on the CPU and 49C on the GPU (I am water cooled and overclocked so yeah)

I would also get more ram as soon as possible. GTA V loves RAM. It uses 4gb on my system. And with the playable FPS, yes. It will run those games while getting decent FPS. Id say on Med-High settings in GTA and Crysis will get you 60fps constant and in CSGO i believe you can max it out while getting 60+ constant.
