no, I have a 1070ti and it's good for me for now.I had one of these, now in use by a coworker.
It should handle most games at 1080p just fine. Of course, it is getting dated compared to more capable modern offerings.

it was only used for games.Your friend needs to verify the make/model of his PSU. A Radeon VII needs more power (by a lot) than his current RX550 and he might need to account for that in his budget.
Personally, I would recommend not spending that much for the VII. Do you know if it was used for mining?
The one I had needed all of the thermal pads and compound changed after just over a year of use. It simply started failing (due to high temps) when under load. The fix took care of the problem, but should have been unnecessary for a GPU never OCed or abused (used for mining). They do run hot as well.
tnxAnd the Radeon VII was one of the most extreme power-hungry GPUs of its time. You don't just need a decent PSU, you need a good PSU if you (or your friend in this case) plan on using it regularly. As noted above, this question needs an exact answer or no advice can possibly be useful.
Also, $270 is an absolutely atrocious price for a used Radeon VII. Used 2060 Supers are selling from $175-225 or so and are in the same performance class. For that price, you could get a 2080 Super, which is a significant upgrade from the Radeon VII.
I wouldn't even bother reading a listing for a used Radeon VII that's above $150-$160 or thereabouts.
