if you were to put a raiator the reserve and the pump into a minifride and a secound radiator onto your computer to blow COLD AIR INTO you system would it work?
Ive read somewhere that CO2 has no liquid form (or the Temperature at which it is liquid is very tiny) and that is why dry ice never "melts" but steams and then evaporates
if you go across from the 1atm pressure line then as you can see it only passes through the solid and vapor phase such that at 1atm you cant have liquid co2 regardless of the temperature
what about if you presurized you computer to 12-15 atm with liqued CO2 which hovers around 0 to -60 other than condesation on the outside and if you have a case that will handel it would that work?

@OP: Stop asking pointless questions. EDUCATE YOURSELF. People already told you what can/can't be cone. Also unless you have ~$10k+ your ideas won't work as that would be the cost of equipment for your "ideas".

I agree with shadow and conundrum, to some research and take a science class (if you did you would realize that 12 atm is like being under 390 feet of water), and don't worry about extreme negative temps, you don't need them (for 24/7 use at least)
