[SOLVED] RAM clock is different

Hello! Sorry for the lacky title, I don't know how to phrase it descriptively. So...

My new computer, I don't know what clock the ram is performing on. I've enablex XMP profile 1 in bios, but... I am getting mixed signals for a lack of a better term.

Task manager > Performance says 3200 MHz (which is what they ideally should be)
CPU-Z says 1599.9MHz

I don't know which one is telling the truth, or how to verify it. I'm hoping maybe someone here can make better sense of it than I can.

DDR - means double data rate.
DDR4 3200mhz - physically runs at 1600mhz. Data transfers happen 2x per clock cycle.
So effectively it's the same as running in 3200mhz with single data transfer per clock.

TLDR - Task manager shows effective frequency, CPU-Z shows actual frequency. Both are correct.
