Yes, but if he got a computer to do some useful and fun stuff, he probably wont notice. If he got a computer to run stupid benchmark program, he will see a difference in number.
Benchmark program can give an actual feel about the computer performance, but they are just doing that.. putting number on a graph.. In real life, HDD, users, apps, ..., all that can make all the benchmark wrong. If you get a computer, let say, for video encoding, and base your choice on a benchmark, then your computer could be way off, because you may have a different apps, different HDD, stuff running and multitasking that could have been better performed by another CPU on another board..
Same for RAM. Your RAM might be running slower in benchmark, but in real life, it wont affect the way task are performed as there is so many variable to influence the time it will take. so, running 1T instead of 2T can shave of 10 second at the end of a day, but those 10 seconds can easily be wasted by having a slow HDD or browsing the web while your computer do its work.
In other word, why caring about so small value? It wont affect your normal day.. too many will! only the benchmarks apps.
