RAM frequency not reaching potential

Hey all, so i just currently upgraded from generic 1600mhz ram to a set of 16gb corsair 2133mhz. However, on CPU-Z my DRAM frequency is saying 1060-1075MHZ. How come my RAM is not using its full potential? I have an MSI PC mate as my MOBO and a i7-4790k as my CPU.

That is the correct speed. CPU-Z reports the clock. DDR is double data rate... i.e. double the clock rate. 1066x2 = 2133mhz
