Question RAM Issue, DDR4 3200Mhz RAM running at 2133Mhz

Hi guys,

Have an issue I'm not sure how to solve.

Specs first,

Motherboard: Gigabyte X99 Ultra Gaming
CPU: i7 6800k
RAM: Corsair Vengence LPX 64Gb (DDR4 3200)

So I installed this about a month ago, and everything was running smoothly, mobo accepted it as did Windows.

I noticed the other day after playing a game that Windows now only shows 32gb in dxdiag, and that they are now only clocked at 2133Mhz (second issue)

Steps I've taken so far.

Reset, checked bios for latest version, currently F6.
Bios showing 64Gb installed
back to windows, still showing 32Gb
command prompt, wmic memorychip, shows all 4 sticks as active, although they are running at 2133Mhz (second issue discovered)
Turned PC fully off, waited 5 minutes, back on
Windows showing 64Gb, still pinging at 2133
Back to Bios, checked XMP profile active, shown as active and as 3200Mhz
Came to Tom's Hardware for help

Anyone know what my next step might be, or why Windows decided that it would forget half the RAM available? (in case the issue happens again)

Any ideas would be appreciated!
