Question ram issues

i have been having issues with games that when loading the game starts taking ram and doesnt stop and crashes in loading or i play the game untill the ram fells like victoria 3 it shouldnt take 9gb of ram or city skylines taking 11gb i have 16gb ddr4 ram rx570 4gb and xenon e5 2680 v4

Victoria 3 system requirements state that you will need at least 8 GB of RAM. If possible, make sure your have 16 GB of RAM in order to run Victoria 3 to its full potential.

So it's conceivable it could use 9GB of system RAM.

Have you tested your RAM with MemTest86 for stability?

If you're running an XMP overclock on your RAM, temporarily switch it off and see if things improve.
 
You need to provide way more details than that. DDR4 16 GB doesn't mean anything. You have to write the brand, model and timing. Also the motherboard, drives, OS (and its version), PSU.

Recommended memory for both games you mentioned is 16 GB, so yeah they can use more than 8. However, if the games crash there's a problem.
