RAM not flushing Memory

In the last couple of weeks, I have noticed that my system RAM is not releasing its memory after a program closes and after a couple hours of work I am needing to reboot my system in order to get back to normal.
I am running WIN 7 x64bit with 8GB Ram with an I5 processor. When it is a fresh boot, my memory will show about 31% of memory used. It jumps up and stays up after opening any program and closing it. I have checked task manager and all processes are ended after the program is closed, but the memory is not being flushed. I have run all anti-virus, anti malware, I have checked my registry for issues, I cannot come up with an explanation. Any Ideas?

check in glary utilities in advance tools there is a module to optimize memory that could help .

I installed it and ran the memory optimizer, but it just made it spike and stay up after the program was closed... I had to reboot again to get the memory to come back down.

i would check if there is not a sofware working on background that use this memory and hold on it also do a memtest in case of bad chip on the ram module .

There is nothing running in the background after the programs have closed, and i did run a test on the memory and everything came back as good. I even switched them out for new ones and the same thing happened. It has to be something within windows itself that is causing the problem.
