RAM not working.

I have 16gb of ddr3 ram (4 x 4gb) however when I go into task manager it says that there is only 2.0GB available. Do I have to buy new RAM or do something else?

It isn't a single four stick kit.
I'm just about to do the memtest86+ thing now. Which memtest86+ would I download?
 
Ram is sold in kits for a reason.
A motherboard must manage all the ram using the same specs of voltage, cas and speed.
Ram from the same vendor and part number can be made up of differing manufacturing components over time.
Some motherboards can be very sensitive to this.
This is more difficult when 4 sticks are involved.
That is why ram vendors will NOT support ram that is not bought in one kit.

One thing to try is to go into the bios and increase the ram voltage a bit.

Originally I did have RAM that was from one kit however one didn't work so I just brought a single stick. I had to do a fresh install of windows 10 recently, but before the RAM was working fine? Does this have a anything to do with it?

I have taken the stick of ram out that was a different speed and kit but it still only has 2.7gb's of usuable ram. However in task manager it says that 8.3gb is hardware reserved?
