RAM problem, broken or not?

Have 2x4gb ddr3 1866 team elite
Stick A and stick B

Scene 1 (2 stick installed)
-Bios boot up to windows
-Bios and windows read 8gb detected 1.96gb usable, cpu z also detect 8 gb and individual ram

Scene 2 (stick A installed to both ram slot)
-bios boot up to windows on boot ram slots
-Bios and windows read 4gb detected 2.56gb usable

Scene 3 (stick B installes to both eam slot)
-bios boot up to windows on boot ram slots
-Bios and windows read 4gb detected 2.56gb usable

What is the problem? Please help. Also ive tried all the ram gb usable solution still 2.56gb usable, doesnt change.
