Ram rated at lower frequency

I have 16GB of DDR3 ram in my PC and i know minimum each of them are rated at 1600 but for some reason when i check they're all at 800mhz in speccy and cpu-z.

the motherboard im using is ASRock
Model 970 Extreme3


Speccy reads it as : 16.0GB Dual-Channel DDR3 @ 399MHz (6-6-6-14)

It's showing the true freq of the DRAM, which is DDR (DOUBLE data rate) so you take true freq (800) x 2 to get effective data rate of 1600
