Ram reading 8gb on cpuz but only 4 on System requirements

I've been having a problem with my ram. I according to Cpuz and my computer properties tab, I have 8gb of ram installed ( 2x4gb sticks) but only 3.98 useable. Why is this? Please don't attack lol im a noob pc builder. My os is Widows 7 x64 bit. (Further build information can be posted if required

Is your copy of Windows Ultimate Genuine? and is it definitely 64 Bit? If it is not legitimate, or if it is 32 bit, the system will only have access to approx. 4 GB

It is not Genuine and is 64 bit.

Then you need to fix that.

Sorry, but Tom's Hardware neither condones nor assists with pirated software.
And far too often...Windows "Ultimate" is not genuine.

No telling what you actually have.
