Please provide more details about the requirement.

Perhap post a screenshot or a link showing an example of what you want to do.

1. Open Chrome
2. Click the three-dot menu in the top right corner
3. Select Settings
4. Find the Appearance section
5. Check the box next to Always Show the Bookmarks Bar

I have an iPad with all the latest software and updates
These are the steps that are shown to do what I want to do and this is from google
If you follow the steps, there is step five showing

Not a Chrome user and my wife's iPad is likely not up-to-date.

Changes of any sort being problematic.

Will defer to the Chrome/Apple community.
