A bit ago I moved to a new apartment and ever since my PC has been getting lots of short stutters between maybe every 5-20 seconds. Basically the screen, audio and everything else freezes for a split second at a time, usually only once at a time but sometimes even 2 to 3 times within a couple seconds (especially noticed this when watching videos). On top of that it sometimes takes a strangely long amount of time to start up and shut down (multiple minutes at worst whereas before it took maybe 20-30 seconds). I have never had such problems before and they started right after moving.
Some quirks I have noticed are that the CPU temps fluctuate a lot in HWMonitor, even when idling in desktop. Usually they stay stable at 30-40°C but sometimes they jump between 30-60 degrees going up and down within seconds. I have tried to match this activity with something in the task manager but haven't found anything weird. I also checked Asus' own monitoring software (I have their motherboard) and the CPU temps don't seem to match HWMonitor's numbers at all which has confused me even more.
Also when using Ableton (a music making software) its CPU monitoring sometimes shows that the CPU usage suddenly jumps to 700%+ when the PC stutters but again, Task Manager doesn't show anything out of the ordinary. It also doesn't always jump at all when the PC stutters. I saw that other people have had the same issue with Ableton but I wasn't able to find a fix that worked for me.
Initially I thought I had plugged my pc to a bad outlet since it's an old house and remembered that the person who lived here before said that some of them can be a bit faulty and so I changed it. Lo and behold, on the next boot up or two the pc worked like a charm. But later that same day it was back to the same problems. I had recently undervolted my CPU so I tried resetting those settings in the BIOS but again, no help. I have checked inside the PC in case some components or cables had come off during transportation and noticed that the EATX12V was a bit loose so I plugged it back in properly (and checked it for damage) but still, the same problems happen. The CPU cooler was still firmly in place too (and note that it had been working well before and the fans still spin as usual) so I doubt it is the problem causing those weird temp fluctuations either.
I have no idea what I should do next. I'm pretty sure the problem is with the CPU but it doesn't really make sense to me why it would suddenly go bad after moving. Could it be that since I used the PC while the EATX12V cable was improperly plugged in caused permanent damage? The CPU is an i7-7700k if that helps at all. Any and all suggestions on what to check before just straight up buying new parts are highly appreciated!
