Question RAM running at 800Mhz instead of 1600Mhz

Hello.
I have Crucial 1x8GB DDR3 1600 installed into my Asrock 970 Pro r2.0 motherboard.
It shows in my BIOS that its running at DDR-800 and the setting is set to auto.

Also I've ran the memory test in windows and it shows that is running at 800 Mhz instead of 1600. The CPUZ also shows DRAM frequency at 400Mhz(x2 so also 800Mhz). FSB : RAM ratio in CPUZ is 1:2.

Is there any particular reason as to why is running at half speed? I have option to set it to DDR-1600. Is there something else that needs to be adjusted or only that?

Any help is appreciated.

Do you have an option in your BIOS to enable XMP?

That is very, very odd. I've never seen anything report 400MHz. 800MHz would make sense, as you know DDR = x2, but 400, I'm not sure.
Can't help but suspect it has something to do with the 1x8GB .... but I've no clue, honestly.
